I would fill the roof joist cavities with cellulose insulation and cover the top of the cavities with a foil reflective barrier.

Spray foam insulation is by far the best type of insulation for hot climates as it has considerably higher r values than other insulation types. Insulation works much the same no matter where you are in that it slows down the transfer of heat. Thus a good thermal insulation is a must to protect your building and enhance your living comforts. The difference is that in a southern climate the heat is outside trying to work its way in. Then leave an air space between the top of the reflective barrier and the underside of the roof sheathing. A poorly insulated roof or attic or wall is cooler in winters and hotter in summer.

The r value of insulation is a rating of how well it does its job.
